Yes its a bit dirty, has some rust on it and it will need to be cleaned, sanded and painted.
It may have a small ding or two I can't tell.
This part is probably about 30 - 40 years old. ( was on a 4.88 I think...)
I'll brush it off first. Not a big deal unless you are super fussy...
